He was born December 1919, in Edgecombe County to Wiley Leon and Delmar Moore Lane. In addition to his parents he was preceded by a daughter, Susan Davis Lane, and a sister, Ione Lane Preseren.
Upon graduation from high school he entered Wake Forest College at the age of 16 where he received his Bachelor of Science in 1940 and Juris Doctor in 1942. While in law school he served as president of his graduating law class and was a member of Panhellenic Council and the Gamma Eta Gamma Legal Fraternity.

He served as Recorders Court judge for 10 years. A member of the N.C. Bar, he was admitted to practice in Federal District Court for Eastern North Carolina. He found the practice of law to be interesting and challenging. What he enjoyed and treasured most through his practice of 55 years were the many lifelong friends he made.

In First Presbyterian he taught Sunday School for several years and was a chairman of the Board of Deacons.
Wiley enjoyed traveling, loved to fish and hunt, but his weekend rounds of golf were enjoyed the most. Summers at Topsail Beach with his family created some of his most cherished memories.
